Salary: $11,000.78 - $17,108.48 monthly | $132,009.36 - $205,301.76 annually

Help shape the future of parks, facilities, and public spaces that serve communities across Los Angeles County. The Department of Parks and Recreation is recruiting a Chief of Development to lead its capital projects function and guide projects from planning and design through implementation.

The Opportunity

The Chief of Development is an executive-level leader committed to public service. Reporting to the Los Angeles County Parks Deputy Director who oversees the Planning and Development Agency, this role is a key member of the Executive Management Team.

Combining vision with hands-on leadership, you will guide teams, solve problems, and collaborate with professionals in architecture, landscape design, and capital project management.

Key Responsibilities

•        Lead the department’s capital projects function and maintain current knowledge of its services, capital projects, facilities, and programs
•        Direct highly complex or sensitive assignments
•        Prepare or oversee the preparation of documents of a technical, sensitive, complex, or political nature
•        Represent the department at meetings involving capital projects and related programs
•        Collaborate with departmental services, other County departments, community stakeholders, and federal, state, and local agencies
•        Assume the duties of the Deputy Director in their absence, as directed
  
  
  

Minimum Requirements

Experience: Four years of supervisory experience at the level of the County of Los Angeles class of Administrative Services Manager II or higher, overseeing a unit responsible for the planning, design, and implementation of capital projects for a public agency.

Level definition: Experience at this level means supervising professional staff performing difficult-to-complex administrative analysis and recommending action on highly complex or sensitive issues that directly affect departmental programs and operations.

Capital project definition: Capital project experience includes working for a public or private agency, such as a consultant, and performing work on public agency capital projects.

Transportation: A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class II - Light: This role may involve occasional lifting up to 10 pounds, bending, stooping, squatting, or considerable walking.

Ideal Candidate

An ideal candidate will have proven leadership experience managing design and construction project management professionals, with experience in:

•        Design management: establishing vision, objectives, programs, and deliverables with stakeholders
•        Accessibility, universal design, and ADA compliance
•        Sustainable construction processes and best practices
•        Construction project reporting, scheduling, and permitting
•        California Public Contract Code and public works procurement practices
•        Project delivery methods, including Job Order Contracts, Design-Build, Low-Bid, and Purchase Orders
•        Local, state, and federal grant funding
