Los Angeles County is seeking a Deputy Director to help lead the development and expansion of an independent pretrial services agency as part of the County’s “Care First” vision.
In this executive leadership role, the Deputy Director will partner with senior leadership to design, scale, and oversee pretrial services that connect justice-involved individuals to community-based care earlier and more effectively. This role will help shape a system focused on prevention, diversion, reentry, and improved outcomes for individuals and communities across one of the largest counties in the nation.

Los Angeles County serves more than 10 million residents and operates with a $52B+ annual budget, making it one of the largest and most complex public systems in the United States. The Justice, Care and Opportunities Department leads a cross-system effort to deliver person-centered, evidence-based alternatives to incarceration, working across courts, agencies, and community partners.
Key Responsibilities
- Lead operations of the Independent Pretrial Services Agency and related programs
- Oversee multidisciplinary teams, budgets, and cross-functional initiatives
- Design and scale programs that deliver high-quality, consistent services
- Build partnerships across courts, County departments, and community organizations
- Drive data-informed decision-making, performance measurement, and reporting
- Represent the department with stakeholders, community groups, and media
- Support strategic planning and annual budget development
Ideal Candidate
The ideal candidate is a seasoned executive with deep knowledge of justice systems, pretrial processes, and public-sector collaboration. They will have a proven track record of leading complex programs and system change efforts, aligning stakeholders across large multi-agency environments, using data and evaluation to drive outcomes, and advancing equity and community-centered solutions.
Minimum Qualifications
- Bachelor’s degree from an accredited institution
- 5+ years of progressive experience in justice, human services, or public sector programs
- 3+ years in executive or management leadership overseeing staff, programs, and budgets
- Experience working within or alongside large, complex public systems
- Valid California driver’s license or alternative transportation capability
Highly Desired
- Experience in pretrial services, diversion, or related justice programs
- Knowledge of Los Angeles County systems, including courts, Probation, DMH, DHS, and related partners
- Experience managing large-scale operations and multimillion-dollar budgets
- Advanced degree such as MPA, MPP, JD, MBA, or related field
Compensation and Benefits
- Salary Range: $152,555 – $237,254 annually, based on experience
- Defined-benefit pension plan
