General Purpose:

This role will create and implement the REIB’s Strategic Procurement in driving the City toward best in class Supplier Diversity performance. As an integral part of our team, this individual will support the program management, reporting, analysis, and relationship-building component of the Supplier Diversity Program. The role requires a collaborative spirit, an understanding of Strategic Sourcing processes and Supplier Diversity best practices, and the ability to support the implementation and development of program principles within the City.

Essential Job Functions:

  • Create and implement the City’s Supplier Diversity Program. Includes policies, procedures, objectives, processes, and communications to increase the opportunities for and the utilization of diverse suppliers.
  • Act as first point of contact and collaborator with Department Heads and other constituents to increase usage and meet the goals of the program.
  • Assist in developing annual and multi-year program plans to help meet Supplier Diversity goals and continuously improve.
  • Serve as primary point of contact for the program. Focus on spend improvement, analysis, prime supplier onboarding, and general reporting management.
  • Support and assist in the development of presentations and reports, both internal and external.
  • Work closely with Analytics Team to measure and report diverse spend and activity (supplier, Business Unit, Enterprise levels). Includes assisting in analyzing data and developing presentation materials.
  • Work with Business Support Team to identify business opportunities to utilize diverse suppliers. Includes understanding supply requirements, and identifying/engaging qualified diverse suppliers for consideration in sourcing events.
  • Help implement new and innovative methods to identify and qualify diverse supplier candidates.
  • Identify and help implement opportunities to make it simple for diverse suppliers to apply/qualify/partner with the City.
  • Support efforts to build relationships with various local and regional diversity council organizations.
  • Attend and represent the City at various local and national diversity conferences and meetings.
  • Promote the City in the Supplier Diversity community.
  • Support and assist in conducting and leading Supplier Diversity-related training sessions to internal and external stakeholders.
  • Perform other duties as requested that support the success of the City’s Supplier Diversity Program.
  • Strategy Development: Create/Contribute to the development of Economic Opportunities strategy.
  • Conduct research and analysis to refine and vet potential strategic directions and identify potential partners and advisors.
  • Coordinate projects or grants as needed with CEDO (Community and Economic Development Office), including drafting grant memos, managing project timelines, and serving as a resource to partners and grantees.

Day to Day Tasks:

  • Identifying and recertifying MBE’s (Minority Owned Business Enterprises) in Burlington.
  • Constructing an empowerment program designed to aid MBE’s in:
    • Capital Access
    • Business Development Programs
    • Skills Building
      • Technical Skills
      • Construction
    • Peer-Peer Business Mentoring
  • Lead the REIB in researching the existing barriers to business development within the BIPOC community in the City of Burlington.
  • Lead the REIB in developing anti-racist business development policies.
  • Provide advocacy and manage intergovernmental affairs for the BIPOC business community in the City of Burlington.
  • Lead the REIB in studying the equity (or inequity) existing in current City of Burlington government contracting. Using the results of this study, set and oversee the implementation of annual MBE utilization goals for City contracting.


  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
  • Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.
  • Proof of COVID-19 vaccination required, reasonable accommodations will be considered.
  • Bachelor’s degree in related field, master’s degree strongly preferred.
  • At least 3 years’ experience in a related field (e.g., government, nonprofit, etc.); strong analytical, research and writing skills.
  • Direct experience working in/with Minority Owned Business Enterprises.
  • Expertise in Data Analysis.
  • Strong Strategic Analysis skills.

  • Strong Oral and written skills.
  • Strong problem solving skills.
  • Procurement or supply chain understanding.

  • Excellent relationship building skills (internal customers, suppliers, diversity councils).
  • Ability to simultaneously manage several projects in a fast-pace environment.
  • Strong customer service skills and ability to build a customer-focused culture.
  • Ability to travel to local and national events and activities relevant to the program.
