JOB POSTING: Housing Program Manager (TRAC – Dallas Housing Programs) The Transition Resource Action Center (TRAC) is seeking a full-time, exempt Housing Program Manager to lead day-to-day operations for TRAC Residential Programs in Dallas County and surrounding counties and ensure youth ages 18–24 receive high-quality supportive services and intensive case management. What You’ll Do
Oversee overall functioning of TRAC Residential Programs, including implementation, daily operations, and occupancy management.
Provide and ensure appropriate intensive case management and graduated supportive services for youth (ages 18–24), including home visits, advocacy, and community connections.
Coordinate rental support and landlord relationship management (as appropriate).
Screen youth recommended for TRAC housing and connect individuals who are not a match with appropriate community resources.
Ensure eligibility requirements are met and required documentation is collected and maintained.
Maintain accurate, timely HMIS data entry, updates, exits, and data quality in compliance with HMIS policies.
Track vacancies/occupancy daily and report status changes to leadership.
Represent TRAC with community partners, including the Housing Forward Coalition and Youth Task Force meetings.
Directly supervise Residential Services staff—support performance, service delivery, and program expectations.
Monitor program trends and outcomes to ensure efficient utilization and continuous improvement.
Support transitions for youth exiting the housing program in coordination with assigned Services Manager, as needed.
Participate in grant/contract submissions, renewals, and reporting related to TRAC Housing.
Requirements
What We’re Looking For Education: Bachelor’s degree from an accredited college/university required (BSW preferred; advanced degree/MSW plus). Relevant experience may substitute for a BSW/advanced degree. Experience: Minimum two (2) years working with a residential program required. Youth services background: Two (2) years working with at-risk youth preferred (including youth in foster care and/or impacted by abuse/neglect). Related experience: 5-7 Years working with homeless populations, low-income families, and/or mental health services. Leadership: 2 years of demonstrated ability to lead teams, manage performance, and provide staff support (three years preferred). Compliance & documentation: Strong record-keeping skills for compliance/audit purposes; ability to maintain an effective case tracking system. Collaboration: Commitment to cultural diversity, community collaboration, and knowledge of local resources. Technology: Proficiency with Microsoft Teams, Word, Excel, and Outlook. Comfort working in systems for tracking and reporting (including HMIS).

Work Conditions & Requirements Work schedule is typically a 40-hour work week; evenings and weekends as needed. Ability to sit for long periods and perform standard office tasks; occasional lifting/carrying up to 25 lbs. Must have a valid driver’s license and reliable transportation. Must be able to clear an extensive background check to fulfill CPS requirements (including driving records, criminal history, drug screen, and child abuse/neglect history).
