Position: Planning & Membership Specialist
Reports To: Planning Manager; Executive Director
Status: Full-Time, Exempt
Salary: Starting at $55,000/year
Location: Honolulu, Hawaii (200 N. Vineyard Blvd., Suite A-210)
POSITION SUMMARY
The Planning & Membership Specialist plays a key role in supporting Partners In Care’s (PIC)
Continuum of Care (CoC) planning, membership coordination, and collaborative activities. This
position works across departments and with community partners to support HUD-related planning
efforts, CoC committees, and membership processes while contributing to a respectful, inclusive,
and mission-driven organizational culture.
KEY RESPONSIBILITIES
Planning & HUD Coordination
Support the annual CoC Consolidated Application to HUD.
Coordinate and assist with the annual Point-in-Time (PIT) Count on Oahu.
Support HUD compliance activities, including monitoring and evaluation of funded
programs, as needed.
Membership & Committee Support
Coordinate and maintain CoC membership processes, including applications, records,
data tracking, and continuous improvements.
Provide administrative and logistical support to CoC committees, including
scheduling, agenda coordination, meeting materials, and minutes, in alignment with the
CoC Governance Charter.
Serve as a consistent point of contact for CoC members, committee chairs, and
community partners.
Communications & Administration
Support internal and external communications, including website updates and
coordination of member-facing information.
Provide administrative support to the Planning Manager, Director of Operations, Executive
Director, and Board of Directors.
Assist in building and maintaining strong relationships with funders, service providers,
government agencies, advocates, and other stakeholders.
Organizational Culture & Collaboration
Actively support a collaborative, healthy, and inclusive organizational culture within PIC and
across the CoC.
Engage respectfully and effectively with individuals and organizations representing diverse
lived experiences, cultures, and perspectives.

Requirements
MINIMUM QUALIFICATIONS
High school diploma or GED required
Strong written and verbal communication skills
Excellent interpersonal skills and ability to work with diverse individuals and groups
Ability to work independently and collaboratively in a team environment
Comfortable interacting with people from a wide range of socio-economic, cultural, and
demographic backgrounds
Ability to manage multiple priorities and meet deadlines
Valid driver’s license, clean driver’s abstract, and access to an insured vehicle
PREFERRED QUALIFICATIONS
Bachelor’s degree in social work, human services, business administration,
communications, or a related field
Experience working in homelessness, housing, or social service systems
Familiarity with homelessness issues and housing barriers
Experience supporting coalitions, committees, or community planning processes
Experience maintaining websites (e.g., Squarespace)
Experience developing or supporting trainings or presentations
Knowledge of HMIS or similar data systems (preferred, not required)
Direct experience working with individuals or families experiencing homelessness
WORKING CONDITIONS & REQUIREMENTS
Primarily oice-based with occasional travel to meetings, trainings, and community events
Standard work hours: Monday–Friday, 8:00 a.m.–4:30 p.m.; occasional evenings or
weekends as needed
Ability to sit for extended periods and lift up to 25 pounds occasionally
Frequent use of standard oice equipment and technology
