Description
Essential Duties and Responsibilities:
Foster a thriving workplace through professional development, support, and recognition.
o Organize KHS-related specific training and team-building sessions led by KHS staff, other agencies, or outside experts; recommend MyPurpose training modules to individual staff or teams
o Coach and train managers to properly apply human resources policies and procedures, laws, standards, and government regulations
o Facilitate procedures and discussions regarding performance, reviews, workplace satisfaction, and retention
o Be a resource for employees who may need support. Respond to complaints confidentially and with sensitivity, referring complex or sensitive matters to the Deputy Director
Lead recruitment efforts for future team members
o Create and post job announcements, process applications, and advise the interview committee on applicants, position requirements, and personnel processes
o Determine necessary temporary staff with KHS leadership and seek applicants from appropriate contracted staffing services
Oversee the personnel processes for KHS:
o Assist in preparing position descriptions that clearly define the requirements of a position and are following state, federal, and EEO laws and regulations
KHS Human Resources Administrator
o Prepare necessary documents for processing personnel actions such as: Appointment, Post, Promotion, Resign to Reappoint, Resignation, Retirement, Special Duty Assignment, Termination
o Communicate with all applicants concerning employment procedures.
Arrange interviews for potential hires
Secure all necessary required documentation from all new hires
Perform background checks before potential employment
Conduct new employee orientation including state benefit onboarding
Conduct exit interviews
o Update and maintain the KHS Employee Handbook and distribute it to staff.
o Prepare monthly personnel activity reports for KHS leadership.
o Process worker's compensation actions and unemployment claims
o Maintain KHS organizational charts and employee contact directories
o Prepare and submit annual Title VI report
o Securely maintain KHS personnel files following state and federal regulations.
o Maintain knowledge of industry best practices, trends, regulatory changes, and employment law, making recommendations as appropriate.
Manage the semi-monthly payroll reconciliation:
o Ensure all staff are properly trained on time entry in the Kentucky Human Resources Information System (KHRIS)
o Ensure all time-approving managers are properly trained on their role in approvals and delegation in KHRIS
o Notify all staff when special entry coding is needed on timesheet submitted in KHRIS
o Oversee timely corrections to KHRIS timesheet submission errors
Other duties as assigned by the Deputy Director
Requirements
Qualifications:
Education – Minimum of associate’s degree in human resources management, business, or related field. Additional education will substitute for required experience on a year-for-year basis.
Experience – Minimum of five (5) years of experience in human relations, payroll, and/or benefits processing preferred.
Skills – Good computer skills in Microsoft Office including Outlook, Word, Excel, and PowerPoint.
Abilities – Able to objectively coach employees and management through complex, difficult, and emotional issues. Able to make recommendations to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulations, and employment law.
Special Requirements - – Able to maintain confidentiality both inside and outside KHS regarding personnel matters and behave in a professional manner.
Professional Certification – Kentucky state government human resource generalist training certification will be undertaken if not already obtained. SHRM certification is desired but not required.
Working Conditions:
This is a 37.5-hour workweek, Monday-Friday, with occasional evening and weekend hours.
This position will require the use of a computer and monitor and may require long periods sitting or standing in one place.
This is an on-site office position with minimum travel.
