<p>JOB SUMMARY<br>Under the general direction of the Finance Director and Grants Division Manager, the Grants & Special Projects Coordinator manages the City’s grants and grants processes by researching available grants opportunities, monitoring existing grants, making timely reports to granting agencies, requesting reimbursement from awarded grants; ensuring the proper accounting and receipt of grants funds, proper procurement methods, and adherence to agency and city guidelines; and managing sub-grantees of the City. Work performance is evaluated based on observed and attained results. <br> </p><p>ESSENTIAL JOB FUNCTIONS<br>Researches, evaluates, and identifies grant funding opportunities that align with City priorities, including reviewing funding cycles, eligibility requirements, and submission protocols.<br>Coordinates the full life cycle of select Federal Emergency Management Agency (FEMA and Florida Division of Emergency Management (FDEM) grants and special projects, including, but not limited to, scheduling tasks, gathering required documentation, drafting and submitting complete applications, preparing budgets, reports, reimbursement requests, and closing out projects.<br>Maintains comprehensive and organized grant records, ensuring proper storage and tracking of applications, awards, modifications, contracts, budgets, and correspondence.<br>Submits timely and accurate reimbursement requests and manages all required financial and program reporting to federal, state, and local agencies.<br>Ensures compliance with all grant requirements, including procurement standards, contract provisions, reporting obligations, and audit readiness.<br>Manages sub-grantees and internal project partners, including monitoring performance, ensuring compliance, and coordinating required reporting and documentation.<br>Facilitates meetings and communication with internal departments, external partners, elected officials, and community stakeholders for new grants and special projects.<br>Prepares, submits, and manages grant-related City Council agenda items, including drafting required summaries, supporting documentation, and follow-up actions.<br>Coordinates grant award closeout activities, ensuring all expenditures, deliverables, and reporting are completed in accordance with grant statutes and serving as authorized signatory for required documents.<br>Performs other duties as assigned. <br> <br>To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. Since every duty associated with this position may not be described herein, employees may be required to perform duties not specifically spelled out in the job description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this job description. <br> </p><p>KNOWLEDGE, SKILLS AND ABILITIES:<br>Knowledge of Federal, State, or City laws and regulations pertaining to municipal government and granting agencies. <br>Knowledge of applicable Federal, State, and regional grant programs pertaining municipal government objectives. <br>Computer skills that include proficiency in Word, Excel and Power Point, web-based applications, or other related software. <br>Skills in grant research and proposal development. <br>Ability to make decisions in accordance with established policies and procedures. <br>Ability to coordinate and organize resources in efficient and effective ways to meet goals. <br>Ability to effectively communicate—both orally and in writing—with individuals, small groups, and occasional large groups.<br>Ability to multi-task and be detail-oriented, maintain good organization, , and follow up with internal and external stakeholders, and prioritize and meet deadlines. <br>Ability to establish and maintain effective working relationships with elected officials, government and community agencies, as well as other employees, businesses, and the general public. <br>Ability to coordinate and conduct efficient and effective meetings. <br>Ability to maintain a high level of integrity and ethical performance at all times.</p><p><br>PHYSICAL DEMANDS<br>While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk, and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, and peripheral vision, and depth perception. </p><p><br>WORK ENVIRONMENT<br>The noise level in the work environment is usually moderate. QUALIFICATIONS
Education and Experience:
Bachelor’s degree, preferably in Government, Public Administration, Economics, Business, Accounting, English, Journalism, or related field; three (3) years of experience in grant writing, submission of grant proposals, and/or grants management; or an equivalent combination of education and experience, preferably within municipal government.
Licenses or Certifications:
Possession of an appropriate driver’s license for equipment operated and any license, training, or certification required by law or regulation to complete assigned tasks.
Certified Grants Management Specialist (CGMS) or Grant Professional Certified (GPC) credential preferred.
FEMA and FDEM certifications foundational for supporting the Public Assistance (PA) Program and post-disaster financial management.
